向中共跨境迫害宣戰!——在「格拉斯哥國際刑法研討會」上的演講Declaring War on the CCP’s Cross-Border Persecution!

今天我們將參與並見證一項重大舉措的開始:中國民主黨正在開辟一條新戰線,以抵制中共威權主義利用國際司法合作進行迫害,特別是政治迫害。

迫害被視為中共政權的敵人並不是什麽新鮮事。然而,與其他共產主義國家不同是,中共已融入全球經濟,徹底滲透到自由民主社會的機構和運作中。這使他們能夠使用各種手段,來迫害那些逃離中共控制並生活在自由社會的人。

這種迫害在共產主義暴政領域是獨一無二的。中共跨境迫害的手段多種多樣,也利用國際刑警組織進行跨境抓捕,是中共實施跨境迫害的重要手段之一,事實上幾乎所有的跨國迫害,國際刑警組織都有參與!

中國民主黨作為中國最大的民運政黨,是中共跨國迫害的首要對象,其知名黨員邱庚民、蘭果、陳婷、賴昌峰、曲成松等均被列入國際刑警組織的紅色通緝令,成為國際社會中最早抵制中共跨國迫害的團體之一。中國民主運動傑出領袖、中國民主黨全國委員會監督長李建軍律師,因協助美國當局揭露中共在美國的跨國迫害活動,在美國遭中共暗殺。法官在審查了所有證據和論據後,認定兇手是一名受過訓練的殺手,被派往美國的唯一目的是謀殺,判處兇手終身監禁。

今天,一場正義運動開始了!中國民主黨借今天的活動,正式向中共的跨國鎮壓宣戰。除了舉辦研討會、聽證會、撰寫專題報告揭露中共的跨國迫害、組織集會抗議外,我們將采取法律行動保護我們的黨員和其他公民免受迫害。我們還將成立機構,團結受害者和正義支持者進行集體反抗,維護暴政受害者的權利。

如果沒有國際機構和官員的支持,中共無法進行大規模的跨國迫害。國際司法合作絕不能成為政治迫害的工具,因為它從根本上違背了民主原則。在大多數情況下,區分正義執法和非正義迫害並不困難。通過要求中共為其針對的個人提供法律依據、事實和證據,並通過基本的調查程序,大多數政治迫害案件的真相就會被揭露——這是任何法治社會司法框架的基本責任。

在反對中共跨國鎮壓的鬥爭中,美國安全機構發現與中共合作的機構和個人被證實存在腐敗行為,中國民主黨將開展一系列活動,揭露和譴責公然踐踏法治的機構和個人。中國民主黨領導小組成員、律師高廣軍將牽頭一個項目,在美國和其他法治國家對中共跨國迫害的組織、勢力和個人提起訴訟,其中就包括國際刑警組織。今天的工作只是開始。

在未來民主化的中國,今天中國民主黨所揭露、抗議、起訴的機構、勢力、個人,將都會被民主法治的中國政府查處、懲處。

Opening Remarks: Declaring War on the CCP’s Cross-Border Persecution!

Dear Colleagues and Guests,

Thank you for attending today’s seminar hosted by the China Democracy Party. Today, you are part of and will witness the beginning of a significant initiative: the China Democracy Party is opening a new front to resist the CCP’s authoritarian use of international judicial cooperation to carry out persecution, especially political persecution.

The persecution of those deemed enemies of the communist regime is not new. However, unlike other communist states that remain isolated, the CCP has integrated itself into the global economy, thoroughly infiltrating the institutions and operations of free and democratic societies. This enables them to use various tactics to persecute people who have escaped the CCP’s control and are staying in free societies. This kind of persecution is unique within the realm of communist tyrannies. Among the various methods used by the CCP in its cross-border persecution, leveraging Interpol to execute cross-border arrests is a key tool. In fact, Interpol has been involved in almost all of these transnational persecutions!

As the largest pro-democracy political party in China, the China Democracy Party is a primary target of the CCP’s cross-border persecution. Prominent party members Qiu Gengmin, Lan Guo, Chen Ting, Lai Changfeng, and Qu Chengsong are all listed on Interpol’s Red Notice. As a result, the China Democracy Party has become one of the earliest groups in the international community to resist the CCP’s transnational persecution. A distinguished leader of the Chinese democracy movement and the Chief Supervisor of the China Democracy Party’s National Committee, Attorney Jim Li, was assassinated by the CCP in the U.S. because he helped U.S. authorities uncover the CCP’s transnational persecution activities in the United States. After reviewing all evidence and arguments, the judge noted that the killer was a trained assassin sent to the U.S. with the sole purpose of murder and sentenced the murderer to life imprisonment.

Today marks the beginning of a movement for justice! Through today’s event, the China Democracy Party formally declares war on the CCP’s transnational repression. In addition to holding seminars, hearings, and drafting special reports to expose the CCP’s cross-border persecution, as well as organizing rallies and protests, we will take legal action to protect our members and other citizens from persecution. We will also establish institutions to unite victims and supporters of justice in collective resistance to protect the rights of victims of tyranny.

Without the support of international institutions and officials, the CCP would be unable to carry out large-scale transnational persecution. International judicial cooperation must not become an instrument of political persecution, as it fundamentally violates the principles of democracy. In most cases, distinguishing just law enforcement from unjust persecution is not difficult. By requiring the CCP to provide legal grounds, facts, and evidence for the individuals it targets, and through a basic investigation process, the truth of most political persecution cases would be exposed—this is a fundamental responsibility within the judicial framework of any rule-of-law society.

In the fight against the CCP’s transnational repression, U.S. security agencies have uncovered cases where institutions and individuals collaborating with the CCP were found to be corruptive action. The China Democracy Party will launch a series of activities to expose and denounce institutions and individuals that blatantly trample on the rule of law. Gao Guangjun, an attorney and member of the China Democracy Party leadership team, will lead a project to file lawsuits in the U.S. and other rule-of-law countries against organizations, forces, and individuals involved in CCP transnational persecution, with Interpol among those targeted. Today’s work is just the beginning.

In a democratized China, the institutions, forces, and individuals identified today by the China Democracy Party for exposure, protest, and prosecution will be investigated and punished by a democratic, law-governed Chinese government in the future.
